Summary

The Programme Manager is responsible for the strategic leadership, planning, coordination, and delivery of large-scale, complex programmes across the FINEOS Product Suite. This senior role oversees multiple agile delivery teams and programme workstreams, ensuring alignment with product roadmaps and organisational objectives.

The role leads end‑to‑end programme execution across multiple Agile Release Trains (ARTs), ensuring consistent delivery within scope, schedule, and budget. Additionally, it provides executive‑level oversight of Agile practices, champions continuous improvement, and ensures programme governance, synchronisation, and quality across all products and releases.

The PM will work closely with Programme Managers, Agile Development Managers, Architects, Scrum Masters, Analysts, Product Managers, Product Owners, Suite Delivery Managers, and external stakeholders. This role requires strong leadership, exceptional stakeholder management, and the ability to influence and drive outcomes in a complex, fast‑paced SaaS engineering environment.

Responsibilities

  • Lead and manage the successful execution of multiple related projects and ARTs, ensuring delivery against scope, schedule, budget, and quality targets.
  • Own the end‑to‑end delivery of programme increments and major releases across the product suite.
  • Ensure effective project and programme planning with Product Owners, Analysts, and Scrum Masters to meet release commitments.
  • Facilitate and oversee key Agile programme events (PI Planning, Inspect & Adapt, Scrum of Scrums).
  • Champion Agile and SAFe best practices, supporting adoption, consistency, and continuous improvement across teams.
  • Aggregate team objectives into overall PI programme objectives and ensure backlog readiness to support PI cycles.
  • Identify, manage, and mitigate cross-team, cross‑ART, and programme-level risks and issues.
  • Escalate risks appropriately and ensure timely resolution of delivery impediments.
  • Maintain oversight of dependencies across multiple scrum teams and programme workstreams.
  • Lead negotiations and maintain strong relationships with internal and external stakeholders.
  • Communicate programme status, progress, risks, and outcomes clearly and regularly to senior leadership and other stakeholders.
  • Lead and motivate multiple cross‑functional teams, promoting collaboration, alignment, and delivery excellence.
  • Drive continuous improvement initiatives identified through Inspect & Adapt processes.
  • Ensure work pipeline sufficiency matching team velocity and capacity.
  • Oversee programme budgets, tracking variance, and ensuring alignment with portfolio strategy.
  • Ensure accurate and timely reporting of PI metrics, quality metrics, KPIs, flow metrics, and delivery progress.

Education and/or Experience

  • Bachelor’s degree in an IT-related discipline or equivalent professional experience.
  • 8–10+ years of senior programme or project management experience in IT / software development, including Agile delivery.
  • Proven leadership experience managing large-scale programmes, multiple teams, and complex delivery environments.

Knowledge, Skills, and Abilities

  • Strong leadership with the ability to influence, challenge norms, and drive change.
  • Excellent problem‑solving, analytical, and decision-making skills.
  • Strong communication skills, both written and verbal, suited for all levels of the organisation.
  • Deep understanding of Agile frameworks, especially SCRUM and SAFe, and Agile programme delivery.
  • Proficiency in project/programme management frameworks (Agile, ITIL, PMBOK).
  • Demonstrated experience with change management and continuous improvement practices.
  • Lead / Facilitate meetings with complex topics.

 

Technical Skills

  • Strong knowledge of software engineering processes and SDLC methodologies, particularly SCRUM.
  • Understanding of software branching, CI/CD practices, and automation frameworks.
  • Experience managing technical projects with diverse engineering teams (Java/JEE preferred).
  • Ability to manage budgets, forecast, track delivery metrics, and use Agile reporting tools effectively.
